The Senate Law and Justice Committee held a continuation of their discussion regarding the PLCB’s legislative priorities, this hearing focusing on flexible markups and the change in the board’s LTMF. PLCB CEO Joe Conti defended current board practices and a flexible markup. Industry stakeholders opposed the change in LTMF.

The Senate Communications & Technology, Law & Justice and Transportation Committees held a rare joint public hearing on the statewide radio system PA-STARNET. Senators heard testimony from the Office of Administration, the Pennsylvania State Police, PennDOT, the Office of the Attorney General and the Dauphin County Emergency Management Agency regarding the system including its cost, performance and reliability. The Senate Law and Justice Committee unanimously voted this morning to approve the confirmation of Frank Noonan as Commissioner of the Pennsylvania State Police. Noonan, a former Marine Corps officer, FBI investigator and former head of criminal investigations for the PA Office of Attorney General now moves one step closer to being confirmed by the full Senate.

The Senate Law and Justice Committee held a public hearing today to discuss state liquor store privatization. The committee heard from a number of testifiers including the Commonwealth Foundation and the National Alcohol Beverage Control Association. The Senate Law and Justice Committee held a public hearing today to discuss actions by the Pennsylvania Liquor Control Board taken to increase their handling fees for wine and spirits. Joe Conti, CEO of the Liquor Control Board, spoke to the committee in justification of the LCB’s actions. Industry stakeholders testified in general opposition to the fee increases.

At a joint committee hearing, the members of the Senate Law & Justice and Transportation Committees heard conflicting testimony regarding the Commonwealth’s public safety radio network. Secretary of Administration Naomi Wyatt testified the system “works” and provides more than 43,000 square miles of the Commonwealth with radio coverage. On the other hand, representatives from the PA State Troopers Association told the committee, “Our people do not have confidence in the system.” With these conflicting views of the system, Law & Justice Chairman John Pippy (R-Allegheny) and Transportation Chairman John Rafferty (R-Montgomery) announced the committees will be conducting another public hearing. The House Liquor Control Committee and the Senate Law and Justice Committee held a joint public hearing with the Pennsylvania Liquor Control Board (PLCB) today. Patrick Stapleton, Chairman of PLCB, discussed a number of initiatives including wine kiosks and a new “Enterprise Resource Planning” system. Chairman Stapleton also spoke about a number of legislative initiatives and urged the members to allow the PLCB to “utilize market-based pricing,” increase fines for violations of the Liquor Code and allow the Board to be a lottery retailer. The Senate Law and Justice Committee held a public hearing on HB 291. The committee took testimony from the Liquor Control Board, industry experts, and industry members. The House Liquor Control and Senate Law and Justice Committee held a joint public hearing today to discuss the Pennsylvania Liquor Control Board’s (PLCB) proposed wine boutiques and kiosks. Committee members were interested to discuss the specifics of both the boutiques and kiosks, in regards to how they would effect competition, be profitable, and be consumer friendly while still protecting minors from underage alcoholic consumption. Members of the PLCB argued that the boutiques and kiosks would not harm Pennsylvania’s restaurants and would promote competition, while representatives of the restaurant industry contended otherwise.
