Senate Law and Justice – 11:00 a.m.

The committee held a public hearing on the Pennsylvania State Police budget.  Chairman John Rafferty (R-Chester) said he thought it was important to call the hearing  “in light of certain comment and scare tactics used by the Administration to inflame the public.” Lt. Colonel Jon Kurtz filled in for Colonel Frank Pawlowski who was out of state speaking to the  ATF. Lt. Colonel Kurtz stated “what initially appeared to be an approximately $16 million cut, quickly morphs into an approximately $59 million cut.” He explained that a cut to the General Fund side, as proposed in SB 850, would force the PSP to cut a similar amount to the Motor License Fund side of funding. After establishing that the cut would not be necessary because there is nothing in statute or in the constitution that forces the PSP to cut funds from the Motor License side, Chairman Rafferty accused the Governor of politicizing the budget process and used the PSP to scare citizens. Senate Law & Justice – 10:00 a.m.

The committee voted unanimously to report as committed SB 883 and to report as amended HB 48 and HB 115. Chairman Rafferty announced the committee would pass over SB 894 in order to develop an amendment to narrow the scope of the legislation. Check the Capitol Toolbox later for the full story.

Senior Citizen Advocates Urge to Preserve the Lottery Surplus

In front of over 300 Pennsylvanian senior citizens, and amid chants of “there’s no place like home,” state legislators and senior advocate associations asked Governor Edward Rendell today to use the lottery surplus to improve conditions for seniors across the state. With an estimated $200 million surplus, representatives and advocate programs described the changes necessary to provide the best care for older Pennsylvanians. Crystal Lowe, the Executive Director of the Pennsylvania Association of Area Agencies on Aging, remarked that many senior facilities statewide are in dire need of upgrade and renovations. AARP Pennsylvania President Estella Hyde stressed the importance of using surplus money to help fund home and community care programs, as opposed to nursing homes. Senate Law & Justice – 9:30 a.m.

The Senate Law and Justice Committee was joined today by the Commissioner of the Pennsylvania State Police, Colonel Frank E. Pawlowski for a public hearing on state police priorities and budget concerns. Also present  was Major John P. Lutz, Director of the Bureau of Liquor Control Enforcement who provided testimony and answered members questions regarding underage drinking and several programs aimed to curb the dangerous trend of underage alcohol consumption. Senate Law and Justice – 9:00 a.m.

The committee held a meeting this morning with the Pennsylvania Liquor Control Board (PLCB) to discuss some budgetary concerns for the upcoming fiscal year. Two of the main issues that were addressed were underage drinking and the $173,000 “charm school” contract designed to train PLCB store employees. Check the Capitol Toolbox for the full story.

Senate Law and Justice – 9:15 a.m.

The Senate Law and Justice committee considered the nomination of Lt. Col. Frank Pawlowski as Commissioner of the PA State Police. The nomination was unanimously reported favorably.

Senate Law and Justice – 1:45 p.m.

The Senate Law and Justice Committee unanimously recommended the nomination of PJ Stapleton to the Liquor Control Board. The members had only glowing remarks on the nomination.
