Health & Welfare Committee Conducts Hearing on Highmark/UPMC Impasse

The Senate Public Health & Welfare Committee conducted a public hearing on the potential impact of the continuing Highmark/UPMC impasse on the health care delivery system in western Pennsylvania. The lawmakers heard testimony from Secretary of Health Dr. Eli Avila, Kevin Shivers from NFIP, and Paula Bussard from the Hospital & Healthsystem Association of Pennsylvania. Senate Public Health & Welfare Hears Testimony Concerning Payment Practices of the Office of Developmental Programs

The Senate Public Health and Welfare committee heard testimony today from three panels concerning the past payment practices of the Office of Developmental Programs. The panels consisted of providers, county commissioners, and representatives from the Department of Public Welfare. While the Committee held a similar hearing in September, they only heard testimony from the Department of Public Welfare at that time. 

Sen. Kitchen (D-Philadelphia) said today that “I understand that we are operating under tight finances these days, and I understand the department is working to reach its goal of rooting out fraud and abuse in the system; however, we need to hear the whole picture. Public Hearing on Past Payment Practices of the Office of Developmental Programs Held Today

The Senate Public Health and Welfare Committee held a public hearing today on the past payment practices of the Office of Developmental Programs (ODP). Tim Costa, Executive Deputy Secretary of ODP stated that he wanted to detail for the committee “the serious challenges facing ODP, the progress we have made, and the promising opportunities in from of us.” Costa outlined the problems that were encountered by the ODP as a result of the recent transition from a county-run system to a state-run system. Check the Capitol Toolbox later for the full story.

Senate Public Health and Welfare Meets on Four Pieces of Legislation

The Senate Public Health and Welfare Committee met today to discuss legislation on birth certificates, child care, Medicaid transportation payments and abortion facilities. Senate Public Health and Welfare Reports Out Secretary of Health Nominee

The Senate Public Health and Welfare Committee unanimously reported the nomination of Dr. Eli Avila for the post of Secretary of Health. Dr. Avila fielded a number of questions from the committee on a variety of topics including pandemic preparedness and flu vaccinations for health care workers. Acting Health Secretary details Administration’s plan for oversight of abortion clinics

Acting Health Secretary Eli Avila spoke before a joint panel of the House and Senate Health Committees this afternoon, detailing the response planned by the Department in light of a recent raid and charges filed against a Philadelphia abortion doctor for allegedly killing a patient and seven babies at his practice. Sec. Avila told the committees the Department will now hold abortion clinics to the same level of scrutiny as surgical clinics, with annual inspections and additional random ones. He also outlined other initiatives to improve monitoring, communication and enforcement of abortion clinic standards around the state.

Committees Learn About Access to Rural Health Care in PA

The House Health and Senate Public Health and Welfare Committee held a joint meeting to hear from the Pennsylvania Rural Health Association and various stakeholders about the status of rural health care in Pennsylvania. The testifiers highlights issues with access to health care in rural areas, receiving health care in a timely manner, the lack of transportation services in rural areas, and payment for services.

Committees Conduct Hearing on Philadelphia Abortion Clinic

The Senate Consumer Protection & Professional Licensure Committee and the Senate Public Health & Welfare Committee conducted a joint informational hearing on the Philadelphia Grand Jury investigation of Dr. Kermitt Gosnell and his West Philadelphia abortion clinic. Philadelphia District Attorney Seth Williams along with members of his staff provided an overview of the Grand Jury’s investigation and findings. In addition to charging Gosnell and several of his employees, the Grand Jury was extremely critical of the lack of action by the Pennsylvania Department of Health and the Department of State for their lack of action in closing the clinic and investigating complaints against Gosnell and the clinic. Senate Public Welfare Reports DPW Secretary Nomination

The Senate Public Health and Welfare Committee met this morning to consider three bills (all reported as committed with minimal discussion) and the nomination of Harriet Dichter as secretary of the Department of Public Welfare. The nomination was unanimously reported to the Rules Committee following a light question and answer period. Dichter faced questions primarily relating to cuts to the program for individuals with intellectual disabilities.

Senate Public Health & Welfare – 9:30 a.m.

The committee conducted a public hearing on the Low Income Home Energy Assistance Program (LIHEAP) and S.B. 1124 which proponents say would provide needed program oversight and consistent program parameters. The Department of Public Welfare along with the PA Utility Law Project and Community Legal Services of Philadelphia expressed opposition to the bill while the Energy Association of PA testified in support of the measure.
