Senate Public Health and Welfare and Republican Policy Committees

The committees held a public hearing on the Auditor General’s Reviews of portions of the Department of Public Welfare programs. Auditor General Jack Wagner and Secretary Estelle Richman of the Department of Public Welfare appeared before the committee to offer testimony. Auditor General Wagner gave an overview of the audits that have been performed and spoke specifically to the special performance audit of the Special Allowance Program. He said the audit identified  ”four systemic control weaknesses” and stated “Department of Public Welfare management must provide greater leadership and accountability, and must ensure that these vital funds are not wasted.” Secretary Richman affirmed that the Department has “taken significant steps to tighten our processes to prevent fraud and abuse.” Check the PLS Capitol Toolbox later today for the full story.

Governor Rendell names Philly businessman Ron Naples Chief Accountability Officer

Governor Rendell today named Ron Naples, former CEO of Conshohocken-based Quaker Chemical Corp, as the state’s Chief Accountability Officer, and chairman of the Governor’s Working Group for Stimulus Accountability. On the selection, the governor remarked, “Ron knows what it takes to put people to work and he knows how critically important it is for the stimulus funding to revive our economy.” Governor Rendell also announced the composition of the working group. Its members include:

Ronald J. Naples, Chairman of the Governor’s Working Group for Stimulus Accountability and Chief Accountability Officer

Gene Barr, Vice President, Government and Public Affairs

Senate Public Health and Welfare – 9:30 a.m.

The committee met to consider five bills and a Department of Public Welfare regulation. SB 5, SB 128, SB 314, SB 335 were reported as committed. SB 89 was reported as amended.  A representative from DPW said that final form regulation #14-510  will be withdrawn before the IRRC meeting Thursday in order to give the committee more time to discuss it. Senate Public Health and Welfare – 10:00 a.m.

The committee held a public hearing on the drug and alcohol service delivery and funding.   Everette James, Secretary of DOH, Estelle Richman, Secretary of DPW, and Michael Kane, Executive Director of PA Commission on Crime and Delinquency, were among those that testified. It is estimated that illicit drug abuse costs the US $160.7 billion, 69% of those costs are productivity losses stemming from premature death, illness related to drug abuse and incarceration.   Check the PLS Capitol Toolbox later today for the full story.

Senate Public Health and Welfare – 11:00 a.m.

The Senate Public Health and Welfare Committee held a confirmation hearing for Acting Secretary of Health Everette James today. James offered a brief statement and answered committee members questions. The committee voted unanimously to report the nomination. Committee members also considered several bills: SB 23 and SB 57 were reported as amended, SB 47 was reported as committed, and SB 22 and SB 89 were passed over. Senate Public Health and Welfare – 11:00 a.m.

The Senate Public Health and Welfare Committee held a public hearing on SB 1255. The bill is the Conscientious Objection Act which would prohibit all forms of discrimination, disqualification, coercion, disability or liability upon such health care providers and institutions that decline to perform any health care service that violates their conscience. The committee heard testimony from Stacey Mitchell, Deputy Secretary of Quality Assurance for the PA Department of Health; Mary Brown, Senior Professional Staff Nurse at the University of Pittsburgh Medical Center Presbyterian Hospital; and Andy Hoover, Legislative Director for the ACLU of PA.

Senate Public Health & Welfare – 10:00 a.m.

After a brief discussion, the committee voted unanimously to amend and report out Senate Bill 5. The amendment replaced the current language and inserted revised language establishing the Community-Based Health Care Program. The committee also unanimously reported out legislation requiring the Department of Health to promulgate new regulations for the licensure and operation of small residential hospices and a resolution designating November 2008 “Pancreatic Cancer Awareness Month”.
