Senate State Government – Off the Floor

The committee considered two land conveyance bills. Reported as amended was H.B. 792 authorizing DGS to convey certain lands to Schuylkill County. The adopted amendment requires the property to be specifically used for an adult pre-release parole center and requires the county to construct and open the center within 5 years or the property will revert back to the Commonwealth. The Senate State Government Committee met and reported the nominations of Charles P. Bednarik and Andrew DePaolo to the State Athletic Commission. Check the Capitol Toolbox later today for the full story.

Senate State Government Committee – 12:45 p.m.

The committee met to consider the nomination of Odelfa Smith Preston to the State Civil Service Commission. Preston briefly explained her professional background to the committee, and several senators spoke on her behalf. The committee unanimously voted to confirm her appointment. Senate State Government – 9:45 a.m.

The committee unanimously reported as committed SB 106 which amends the Constitution to prohibit sine die legislative session following the November election in even-nuumbered years and SB 107 requiring the State Treasurer to post all salary information for state officers and employees and requiring local agencies to post salary information for their officers and employees. The members also unanimously reported as committed HB 109, HB 348, SB 491, and SB 492 which are land conveyance bills. Check the Capitol Toolbox later for the full story.

The committee voted unanimously to favorably report the nomination of Andrew Sislo as the citizen member of the Board of Claims. Check the Capitol Toolbox later for the full story.

The committee met to consider two resolutions and three bills. SB 896, SB 1392, SR 127, SB 904, SB 969, SB 14 were unanimously reported as committed. SR 51 was reported as committed after an exchange by Senator Mike Folmer (R-Lebanon) and Senator Anthony Williams (D-Philadelphia). Senator Williams said that farm subsidies, Medicare, and Social Security among others are entitlements from the federal government and asked which ones the state should give up. Senator Folmer said “the federal government is too encroaching now” and indicated that 14 other states have adopted similar resolutions. Check the PLS Capitol Toolbox for the full story.

The committee conducted a public hearing on the Department of General Services 2009 Proposed Real Property Disposition Plan. Properties in the plan included the Scotland School for Veterans’ Children; two staff residences at the State Correctional Institute-Chester; and a vacant lot at Edinboro University. The Senate State Government Committee voted six bills out of committee this afternoon – all but one as committed. Joint Legislative Conservation – 9:00 a.m.

The committee held a public hearing on Act 101 of 1988 – The Municipal Waste Planning, Recycling and Waste Reduction Act.  Representatives involved in recycling initiatives for the past 20 years provided testimony to the committee regarding Act 101, and the measures that should be considered  to continue its success in the future.
