The Senate Transportation Committee met this morning and reported out four bridge and road naming bills. SB 799, scheduled to be voted on today, was passed over. The House and Senate Transportation Committees held their second public hearing on the Governor’s Transportation Funding Advisory Commission’s report. Lawmakers heard testimony from the PA State Association of Township Supervisors, the Keystone State Railroad Association, the PA Public Transportation Association, and the Commonwealth Foundation regarding the report’s recommendations. The House and Senate Transportation Committees today conducted a joint public hearing on the recommendations of the Governor’s Transportation Funding & Advisory Committee (TFAC). Testimony was presented by PennDOT Secretary Barry Schoch, Robert Latham of the Associated PA Constructors, and Dennis Yablonsky of the Allegheny Conference on Community Development. The TRAC report was issued on August 1 and this was the first hearing on that report. All are waiting of Governor Corbett’s final decision on the report’s recommendations. This morning the Senate Transportation Committee reported out two different bills that would prohibit texting while driving. The first, SB 314, would extend the ban to all drivers, whereas the second, SB 635, applies it only to juvenile drivers. Minority Chairman John Wozniak said his intention is to take “two bites at the apple” with regard to passing a ban. Check the Capitol Toolbox later for the full story on the voting meeting.

The Senate Communications & Technology, Law & Justice and Transportation Committees held a rare joint public hearing on the statewide radio system PA-STARNET. Senators heard testimony from the Office of Administration, the Pennsylvania State Police, PennDOT, the Office of the Attorney General and the Dauphin County Emergency Management Agency regarding the system including its cost, performance and reliability. The Senate Transportation Committee met this morning with the leadership of the Pennsylvania Turnpike Commission including new Chief Executive Officer Roger Nutt and Chief Operating Officer Craig Shuey along with newly confirmed PennDOT Secretary Barry Schoch. By unanimous vote, the members of the Senate Transportation Committee reported out the nomination of Barry Schoch as Secretary of Transportation. The members questioned the nominee on a number of topics including the tolling of I-80, reforming the Turnpike Commission, and other transportation issues. As part of its series of hearings on Pennsylvania’s transportation infrastructure funding needs, the Senate Transportation Committee today heard testimony on funding for rail freight, ports and aviation infrastructure. The Senate Transportation Committee conducted a public hearing on the issue of allowing local fulltime police departments and officers to use radar, lidar and other technologies. Representatives from the Pennsylvania State Police, the Pennsylvania Chiefs of Police Association, the National Highway Traffic Safety Association, the Fraternal Order of Police, the Pennsylvania State Association of Township Supervisors, and the Pennsylvania State Association of Boroughs all expressed support for amending the Vehicle Code to allow all police officers employed by fulltime departments to use radar and other electronic speed timing devices. Chester County resident Earle Drack expressed concerns with the accuracy of the ENRADD device utilized by local police departments and how the device was approved by PennDOT.
