Senate Urban Affairs and Housing Committee meets to discuss carbon monoxide alarm legislation

The Senate Urban Affairs and Housing Committee met today for an informational hearing concerning SB 920, which requires the implementation of carbon monoxide detectors in all homes. Testifiers spoke about the adverse affects of carbon monoxide and the importance of detection and of prevention of poisoning. Greg Herb of the Pennsylvania Association of Realtors shared the view that there is a more effective way to require the alarms than at the point of sale, indicating it should be included in seller disclosure.

Senate Urban Affairs and Housing Votes out Four Bills

The Senate Urban Affairs and Housing Committee met today to discuss bills on the Housing Authority Law, the PA Innkeepers’ Rights Act and Title 68 (real and personal property). Urban Affairs Committees Conduct Hearing on Land Banking

The House Urban Affairs and the Senate Urban Affairs & Housing Committees held a rare joint hearing on land banking. Committee members heard from Dan Kildee, Co-founder and President of the Center for Community Progress, who founded the Genesee Land Bank in Flint, Michigan which has served as a model for other land banks across the country. Senate committee discusses impact of gas drilling on northern tier housing

The Senate Urban Affairs and Housing Committee this morning met to hear testimony on the impact Marcellus Shale gas drilling has had on the availability and cost of housing in northern tier counties of the state. Stakeholders from Bradford, Tioga and other counties in the Marcellus Play reported that in some cases rents have tripled in the last year, causing families and other renters to be displaced as a result. PHFA Executive Director Brian Hudson outlined his agency’s plan to help expand the number of rental offerings to meet growing demand. House Appropriations – Off the Floor II

Meeting a second time today, the committee voted to report as committed HB 1861 amending Title 42 (Judiciary and Judicial Procedures) further providing for deposits into account and for distribution of funds. The committee Democrats were joined by Minority Chairman Mario Civera in voting for reporting the bill while the remaining Republicans opposed. The committee also unanimously reported as committed HB 1902 providing for actuarial assumptions and methodologies. Check the Capitol Toolbox later for the full story.

Senate Urban Affairs – 10:00 a.m.

The committee held a public hearing to address the problem of blighted properties in communities throughout the Commonwealth. The committee focused on a previous bill SB 1291 from last session, which is being reintroduced as SB 900 in the current session. Check the Capitol Toolbox later for the story.

Senate Judiciary – 11:30 a.m.

The committee met to consider seven bills. Reported as committed were SB 488, SB 531,  SB 605 and SB 628. Reported as amended were SB 351, SB 515 and SB 573. Check the Capitol Toolbox later for the full story.

Senate Urban Affairs & Housing – 9:30

The Urban Affairs Committee met to consider SB 1291, relating to neighborhood blight. After brief discussion of the bill and companion bills, the committee unanimously adopted an amendment and sent the bill to the full Senate.
