Speaker McCall recalls House for voting session next Monday

In a news release issued today, Speaker of the House Keith McCall (D-Carbon) called legislators back for voting session on Monday, November 15.

“While the Senate has flatly refused to return to session to address legislation passed by the House that awaits their action, after speaking to many House members who are concerned about key issues such as pension reform, I’ve decided to bring the House back for voting session Monday,” Speaker McCall said in the announcement. “We anticipate debate on multiple pieces of legislation sent to us by the Senate in an effort to get many of those bills passed and sent on to the governor to be signed into law.”

Debate is expected to begin at 1 p.m. on Monday. Stay tuned to PLS for full coverage, as always.

Governor Rendell Names Michael K. Huff Acting Health Secretary

Gov. Rendell announced today he has appointed Michael K. Huff, R.N., as acting Secretary of the PA Department of Health, effective October 1, 2010. Click here to read the full news release.

Secretary Hanger testifies in favor of amendment to increase solar standard

DEP Secretary John Hanger testified before the Senate Consumer Protection and Professional Licensure Committee in favor of an amendment to HB 1128, which is still being drafted. The amendment, said Secretary Hanger, would cap costs of peak power prices and create jobs. Chairman Bob Tomlinson informed committee members that even though the amendment isn’t yet in print, he would still like to discuss its contents and hear from Secretary Hanger. Many other members offered comments and asked Secretary Hanger questions, but the bill was passed over at this morning’s meeting. Chairman Tomlinson announced the committee will either meet off the Floor later today or tomorrow to vote on HB 1128. Moving on, the committee then reported out HB 1764, HB 2212 and HB 2041. You may not realize it, but biographical information on all of the candidates in the upcoming election is just a few clicks away. Log into the Capitol Toolbox and go to “candidate info” on the Other tab. This will take you to a screen where you can search for information on a specific candidate or choose from several fields to compile a custom search of all House candidates, all Democratic candidates, all Republican Senate candidates, etc. Choose the “comma delimited data” report style and all the results will be formatted for you to import into Excel and create mailing lists.

PennDOT/Revenue Secretaries Brief Lawmakers on Governor’s Transportation Funding Proposal

At a unique bicameral/bipartisan caucus meeting, PennDOT Secretary Allen Biehler and Revenue Secretary Daniel Hassel briefed House and Senate lawmakers on the Rendell Administration’s proposal to address the Commonwealth’s transportation infrastructure funding crisis.  At an earlier news conference, Governor Edward Rendell put forth a proposal to enact an 8% tax on the gross profits of oil companies doing business in Pennsylvania and increasing all motor vehicle license fees to the current rate of inflation. According to the Rendell Administration, the proposal would provide $1 billion for highways, bridges and mass transit. Secretaries Biehler and Hassel responded to questions from legislators regarding the proposal and the Commonwealth’s transportation funding needs. Shirley Moore Smeal appointed as Corrections Secretary

Governor Rendell announced this morning  he has selected Shirley Moore Smeal to replace the retiring Jeffrey Beard as Corrections Secretary. The appointment is retroactive to August 20, when Secretary Beard officially retired from the department. Secretary Moore Smeal was previously executive deputy secretary of the department. She is the first female to serve as Corrections Secretary in Pennsylvania history.

DGS Secretary Jim Creedon to resign effective Sept. 3

Governor Rendell this afternoon announced that longtime Department of General Services Secretary Jim Creedon will step down from his post as of September 3rd, to start a management consulting and project management practice based in the Lehigh Valley.

In a statement released by the administration, Governor Rendell lauded the work of Secretary Creedon over his five-year tenure.

“From day one, Jim Creedon has led our successful efforts to reduce the cost of state government,” Governor Rendell said. “Under his leadership, state government operations, from energy management and procurement, to public works projects, are running more efficiently and are costing less.”

Current deputy secretary for public works Elizabeth O’Reilly has been selected by the governor  to succeed Creedon as head of the department.
