Senate Committee approves nominee for Insurance Commissioner

The Senate Banking and Insurance Committee unanimously approved the nomination of Michael Consedine as Insurance Commissioner this morning, moving the process forward for a full vote by the Senate. During his confirmation hearing Consedine spoke to the multitude of challenges facing the Pennsylvania insurance market, including healthcare reform, the Mcare Fund, the Blues’ surplus accounts, and adultBasic among others. House Dems Discuss Options to Continue adultBasic

The House Democratic Policy Committee met today to discuss the events that led to the end of the adultBasic health insurance program and possible options to resume the program or otherwise provide coverage to the 41,000 people that are now without coverage. Several proposals were discussed as well as the question of whether the Blues are legally obligated to provide funding.

Representative McCall and Rep. Eachus: Senate Republican Negotiations Have Not Been in Good Faith

Speaker of the House Keith McCall (D-Carbon) and House Majority Leader Todd Eachus (D-Luzerne) held a press conference this afternoon to express their anger and disappointment that the Senate Republican leadership has once again lowered its proposed spend number from $27.5 billion to $27.1 billion. Rep. McCall said that the proposal by Senate Republican leadership yesterday proves that previous discussions have not been “genuine talks,” and that he was insulted by Senate Republican leadership insinuating that the new proposal was the “first step” towards a budget agreement. Rep. McCall and Rep. Eachus also discussed sources of sustainable-recurring revenue, HB 1828, and how the two leaders would now proceed to call back the conference committee on HB 1416 next week.

Senate Appropriations – Off the Floor

The committee voted to report as committed nine bills providing appropriations for the Public School Employees’ Retirement Board; the State Employees’ Retirement Board; the Bureau of Professional & Occupational Affairs; the Workmen’s Compensation Administration Fund; the Public Utility Commission; the Office of Consumer Advocate; the Office of Small Business Advocate; and for the State Gaming Fund. Shapiro meets with health insurance leaders

As part of his ongoing meetings on healthcare reform, Rep. Josh Shapiro met today with representatives of health insurance providers in Pennsylvania. A common refrain among those attending the meeting, including spokesman for the Insurance Federation, the Blues and other large providers, was that when it comes to any kind of large-scale reform, “the devil is in the details.” Check the Capitol Toolbox later for the full story.

Senate Appropriations – 12:45 p.m.

The committee voted unanimously to report as committed the following bills: SB 917, adding a clerk of orphans’ court to the County Records Committee; SB 925, amending the Massage Therapy Law; and HB 703, amending the Landscape Architects’ Registration Law. House Commerce – 8:30 a.m.

House Commerce held a public hearing this morning on the state of business development and economic stimulus in the recession. Various business and economic development associations offered testimony to the committee, including the Local Development Districts Association, the Industrial Resource Center Association, and the Small Business Development Centers. House Local Government – 10:00 a.m.

The committee considered four bills. HB 1671 which increases the membership of the County Records Committee to include the appointment of a Clerk of the Orphans’ Court to the Committee was unanimously reported as committed. The committee also unanimously reported as committed Sb 139, Sb 140, and SB 141, a three bill package eliminating the office of assessor. Check the Capitol Toolbox later for the full story.

PA Business Groups Unveil a Pro-Growth Agenda

Advocates of a business-growth plan for Pennsylvania held a press conference to release a report from businesses large and small statewide. Entitled “Growing Pennsylvania’s 21st Century Economy”, the report focuses on how to take advantage of global recovery by becoming more competitive, and lists public policy proposals to achieve this goal. Senate Democratic Policy Committee – 9:00 a.m.

The Senate Democratic Policy Committee held a public hearing to review the Medicaid base rate and to discuss the financial situation of the commonwealth’s hospitals.  DPW Secretary Estelle Richman discussed the efforts of DPW to formulate a new rate system in the face of budget cuts.  Carolyn Scanlan of the Hospital and Healthsystem Association of Pennsylvania discussed the current state of Medicaid reimbursement as well as the harm that would be caused by further budget cuts.  Check the Capitol Toolbox later today for the full story.
