Various business and economic development associations offered testimony to the committee, including the Local Development Districts Association, the Industrial Resource Center Association, and the Small Business Development Centers. Rep. Bear Introduces Housing & Economic Recovery Bill – 10:00 a.m.

Today on the Capitol steps Rep. John Bear (R-Lancaster) introduced legislation that would stimulate PA’s dwindling housing market. The bill, aimed at fueling the construction market, would provide construction and renovation rebates. Rep. Bear said he plans to circulate a co-sponsorship memo very soon and introduce the bill as soon as possible. Check the Capitol Toolbox later today for the full story.

House Appropriations – 10:00 a.m.

The Subcommittee on Criminal Justice, chaired by Rep. Dan Frankel (D-Allegheny), met this morning to discuss the impact of federal stimulus money on the commonwealth’s criminal justice system. The subcommittee, joined by Tom Caltagirone (D-Berks) and Ron Marsico (R-Dauphin), chairs of the Judiciary Committee, heard from the National Conference of State Legislatures, the Pennyslvania Commission on Crime and Delinquency, the Commission on Sentencing, and private company Justice and Mercy, Inc. Governor Rendell names Philly businessman Ron Naples Chief Accountability Officer

Governor Rendell today named Ron Naples, former CEO of Conshohocken-based Quaker Chemical Corp, as the state’s Chief Accountability Officer, and chairman of the Governor’s Working Group for Stimulus Accountability. On the selection, the governor remarked, “Ron knows what it takes to put people to work and he knows how critically important it is for the stimulus funding to revive our economy.” Governor Rendell also announced the composition of the working group. Its members include:

GOVERNOR RENDELL DISCUSSES SPENDING PLAN FOR FEDERAL STIMULUS DOLLARS

Governor Rendell sketched out his plans for spending Pennsylvania’s share of the American Recovery and Reinvestment Act yesterday afternoon, and announced a number of initiatives designed to maximize the transparency and effectiveness of the commonwealth’s economic recovery effort. With accountability the state government’s “number one job,” the governor revealed he has named DGS Secretary Jim Creedon the administration’s point man in making sure federal funds are spent quickly and efficiently. The governor also announced he has created a new independent position known as the Chief Accountability Officer, who will be in charge of ensuring transparency as the stimulus money flows through the state. The governor said he hopes to fill the stimulus-funded position within two weeks, and to have an “unprecedented level of oversight” throughout the spending process. Governor Rendell outlines spending plan for stimulus money

In an eventful press conference this afternoon, Governor Rendell outlined how Pennsylvania will spend its anticipated $16+ billion dollar share of federal stimulus money, named DGS Secretary Jim Creedon as the point man for administering the swift and effective use of the funding, and unveiled a new website – www.recovery.pa.gov – through which members of the public can follow its progress. The governor also reported he will be creating and filling a new independent position – Chief Accountability Officer – to ensure a responsible and transparent economic recovery effort. FEBRUARY REVENUE COLLECTIONS DOWN $196.8 MILLION FOR PA

The Revenue Department released its February collections figures early yesterday evening, and the numbers were not good. According to a press release issued by the department, Pennsylvania collected $1.5 billion in General Fund revenue in February, $196.8 million, or 11.6 percent, less than anticipated. That total is even worse than Budget Secretary Mary Soderberg speculated it might be at a Senate Appropriations budget hearing late last week, when she pegged the probable monthly shortfall at roughly $180 million. LEGISLATION AIMS TO CREATE TRANSPARENCY AND ACCOUNTABILITY OF STIMULUS FUNDS

Senate Appropriations – Budget and Revenue Dept hearing

The Senate Appropriations Committee closed out its first day of budget hearings with Budget Secretary Mary Soderberg, acting Revenue Secretary Steve Stetler,  and the PA Lottery this afternoon. Questions focused around the grim budget outlook for the state, both this year and beyond.  Among a number of other concerns, new Appropriations Chair Jake Corman (R-Centre) confessed he is worried about the implications of a structural deficit in future years. House Appropriations Economic Outlook Budget Hearing

The House Appropriations Committee kicked off its series of budget hearings this morning, hearing from Mohammed Iqbal of economic forecasting firm Global Insight, and Ron Snell from the National Conference of State Legislatures. The panel provided a overview of the economy and what Pennsylvania may look to expect as the recession continues. Dr. Iqbal, an economist with Global Insight, predicted job losses in the state will peak around the end of 2009, while positive GDP growth may not be seen until the middle quarters of 2010.
